Richard Ossendorp

Representative of the Kingdom of the Netherlands on the ICAO Council

Richard Ossendorp is the Representative of the Kingdom of the Netherlands on the ICAO Council. He currently chairs the Finance Committee of the Council, which includes the negotiations on the Organization’s budget for the next triennium, as well as the Small Group on Ethics tasked to work on a review and subsequent implementation of the revised ICAO Ethics Framework. Richard also heads the Abis office in Montreal, the joint representation to ICAO of eight European states with a rich history in civil aviation: Austria, Belgium, Croatia, Ireland, Luxembourg, the Netherlands, Portugal and Switzerland.

Before moving to Montreal, Richard was head of transport and environment at the Dutch Permanent Representation to the European Union in Brussels. During this time he was actively engaged in a broad range of negotiations on European transport policy and regulation, including aviation safety (EASA), security, air traffic management (Single European Sky), economic regulation and environmental protection. Richard started his career in transport and mobility as a policy advisor at the Dutch Ministry of Infrastructure and Water Management, working in different policy departments and management positions.
